Residence is rarely the deciding factor

What matters is the contract, the parties, the forum specified or otherwise applicable, and the procedural requirements of that forum. Those are assessed on the documents, not on where the purchaser happens to live.

Authority and formalities

Depending on the route taken, formal authority such as a power of attorney may be required, and documents signed outside the UAE can be subject to specific execution and legalisation requirements. This is usually the part that takes overseas purchasers by surprise, so it is worth understanding early.
